Memorandum of Agreement
Between
Simon Fraser University (“University”)
and
the Administrative and Professional Staff Association (“Association”)
The negotiation committees agree to unanimously recommend to their principals the ratification and approval of the following:
1. Term of Agreement: July 1, 2006 to June 30, 2010
2. Economic Wage Adjustments to the current salary scales to be amended as follows:
2.25% Effective July 1, 2006
2.25% Effective July 1, 2007
2.27% Effective July 1, 2008
2.27% Effective July 1, 2009
3. Effective July 1st of 2006, 2007, 2008 and 2009, unless otherwise mutually agreed to, step progression shall occur in accordance with Policy AD10.6.
4. Letter of Agreement on Patrol Shift Supervisors [Renewal] – see Appendix A
5. Early Lump Sum Incentive Payment – see Appendix B
6. 2010 Fiscal Dividend Lump Sum Letter of Agreement - see Appendix C
7. The parties agree to extend the time lines to December 1, 2006, for receipt of the recommendations from the Joint Committee as per clause 10 of the 2004 Memorandum of Agreement.
8. The parties agree to establish a Variable Compensation Pay (VCP) Plan with lump sum payments to eligible employees who have been at the maximum step of their grade for at least one year. The lump sum payments will occur as per an agreed policy and process, yet to be developed, with an effective date of implementation of July 1, 2006 for the policy. Payments under the plan will commence July 1, 2007, and shall not exceed the total maximum amounts below, less any required statutory deductions (employee and employer).

This agreement is contingent upon approval by PSEC Secretariat, the Employee Relations Committee of the Board of Governors and ratification by the members of APSA.
